Regional collaboration shaping clean energy futures
Empowering Clean Energy for a Sustainable Future
ECO Member States share diverse development levels and resources, yet they face common challenges of energy security, industrial competitiveness, and climate change. While many ECO countries continue to rely heavily on fossil fuels, the region holds vast untapped renewable energy potential-ranging from solar and wind resources to hydropower and modern bioenergy.
The establishment of CECECO provides a regional mechanism to accelerate the energy and climate transition, reduce environmental externalities, and promote sustainable industrialisation. By advancing renewable energy, energy efficiency, and circular economy practices, CECECO will contribute to economic diversification, job creation, and regional cooperation, while positioning ECO countries as active players in global clean energy value chains.

Background
The technical and institutional design of the CECECO is the result of a comprehensive consultative process undertaken between 2020 and 2025, which assessed the added value, feasibility, and structure of the centre. The process included the development of a baseline and needs assessment and was closely aligned with the ECO’s priority agenda on energy, trade, and transport.
The 25th Meeting of the ECO Council of Ministers (COM), held on 27 November 2021 in Ashgabat, Turkmenistan, adopted the CECECO Charter and nominated Azerbaijan as the host country. The Government of Azerbaijan has provided office space in Baku, and an Interim Director was appointed. The ratification of the CECECO Charter by Member States is ongoing and is expected to be completed by the end of 2025.
CECECO was pre-announced during COP29 in Baku by the Presidency of Azerbaijan as part of several regional green pledges, including initiatives on green energy zones and cross-border power corridors.
